He was an advocate of total war carried out via air attack, and he was responsible for launching the firebomb raids over Tokyo that killed 100,000 civilians.
He believed that nuclear war was inevitable and drew up plans for the SAC to deliver a "Sunday punch" attack of 133 atomic bombs to 70 Soviet cities.
He was born in Columbus, Ohio and lived all over the United States as a child.
He was portrayed by actor Jim Backus in the 1952 film Above and Beyond.
