He first earned his bachelors degree of Law from the Pontifical Catholic University of Sao Paulo in 1999. He went on to earn his masters in Administrative Law from the same University in 2003. After participating on several Examining Boards, he went on to teach postgraduate courses at Escola Paulista de Direito.
He is known for having been approved for his thesis "Juridical Relationship of Public Administration" with the maximum score attributed by the five bank members in 2010.
He was born and raised in Sao Paulo, Brazil.
