Estonian politician who served as the Minister of Culture of Estonia for two months of 2005 and the Minister of the Interior for several weeks in 2009.
He grew up partly in Finland and received his education at the University of Tartu.
He joined the Estonian Reform Party in 1995, served as deputy mayor of Tallinn from 2001 to 2003, and was a member of Riigikogu from 2003 to 2005.
His father was a politician who worked for the Soviet embassy in Helsinki.
He became a member of Estonia's Reform Party just before Vladimir Putin became President of Russia.
