His first major architectural commission was the design during the 1960s of the Estonian Ministry of Foreign Affairs.
His best-known buildings included the Tallinn City Hall and the National Library of Estonia.
He was raised in Tallinn, Estonia.
He entered the architectural field a generation after the their Frank Lloyd Wright embarked upon the same career path.
