He received a Bachelor degree in biological sciences and Spanish from San Jose State in 1968 before becoming a part of the city's Planning Commission.
He has been involved in technology and nanotechnology policy for many years and in 2002 he introduced one of the first nanotech bills in Congress.
He spent his early childhood in a Japanese American internment camp in Colorado where he was put by the American government during World War II solely because he was of Japanese descent.
He served in congress with Tom McClintock.
