Estonian politician who served his country as its Prime Minister in duties of the President from 1940 to 1945. His government operated underground and he helped for the Estonian resistance to the Nazi occupation regime.
He studied law at St. Petersburg University before becoming an editor of the Kaja newspaper in 1919.
He was elected to the Estonian parliament, Riigikogu, to serve from 1920 to 1926, and from 1929 through 1932 and was also a Professor and Dean of the Faculty of Law at the University of Tartu.
He was born and raised in Kirbla Parish, Estonia.
He was succeeded by August Rei as the the Prime Minister of Estonia.
