After serving as a Member of Parliament for the Wokingham constituency, this United Kingdom Conservative Party politician held office as Secretary of State for Wales and went on to hold several positions within the Shadow Cabinet of U.K. Secretary of State William Hague.
He earned a bachelor's degree and a doctorate in history from, respectively, Magdalen College, Oxford and St. Antony's College, Oxford. Before beginning his career in politics, he worked as a financial analyst.
He made headlines in 1993 when he appeared at a public event where the Welsh national anthem was sung and clearly did not know the song's lyrics.
His marriage to fellow lawyer Gail Chippington lasted from 1974 until 2003 and produced two children: Catherine and Richard.
He served as Secretary of State for Wales under the administration of United Kingdom Prime Minister John Major.
